Its symbol is a small flower or blossom. It is “a collection of people who gather information,” keeping “records about people, places, cities—all kinds of things” (2:254). These records are used to connect information and help people in the Known Lands keep peace and order. “Many people who belong to the order do not know who is in charge” (2:255).
In years passed, the Order was rather open among its members. However, some time ago, it changed its policies to become more secretive. Now, “all the reports have to pass through levels. At each level, a person or a group of people decides what is important enough to pass on and what isn’t” (4:49). And field agents no longer have contact with anyone in the Order except one person. The Order might have been infiltrated.
